Are there any regulations for emptying holding tanks on a recreational vehicle?

1. i think, as long as you dont have illegal items in there then you are fine...

2. Yes, they vary by state. A good rule of thumb is never empty them anywhere except into a dump station or a sewer hookup. The fines for dumping raw sewage are very high.
