12v tv for rv works when Generator is on why doesn't it work when generator is off ? Its 12v after all?
Is their suposed to be an inverto or converter hooked up to the tv for when rv is running on 12v?

1. Perhaps you can explain this better? Is the TV a special model that operates off of 12 volts DC, or does it operate from 120 VAC? If the latter, then it woes require an inverter to convert 12 VDC to 120 VAC.
There should be a 12 volt battery in there somewhere, and the TV should operate off of it, assuming this is a 12 VDC TV. If it doesn't, then the battery is bad.

2. If the battery won't run a small TV it will not start the engine, either.
Does it matter whether the engine switch is on or off ? It may be that this TV circuit in your RV might wired to be activated through the engine circuit like the radio and the cigarette lighter are usually wired, instead of from an independant utility circuit like the headlights.
