Are the seat belt laws different for recreational vehicles than for cars?

Car passengers are bound by a strict seatbelt law, "Click it or ticket."

But RV's have beds, sofas, dining tables, kitchens, showers, and toilets, so are people expected to stay buckled while the vehicle is zooming down the road, or are they free to roam about as they would in their home?
Thanks for your answer. So if the people aren't buckled up, isn't that really dangerous? What if they get in an accident and they all go flying? Why would the NTSA overlook this? So as not to put a damper on RV users' fun?

1. In recreational vehicles it only applies to where there are actually seat belts, like the front seats. In other words if you are sitting anywhere in a vehicle that has a seat belt you have to wear it.
